Homeland Security Presidential Directive 12 (HSPD-12) was issued on August 12, 2004 by President George W. Bush. HSPD-12 calls for a mandatory, government-wide standard for secure and reliable forms of ID issued by the federal government to its employees and employees of federal contractors for access to federally-controlled facilities and networks. Based upon this directive, the National Institute for Standards and Technology (NIST) developed Federal Information Processing Standards Publication (FIPS Pub) 201 including a description of the minimum requirements for a Federal personal identification verification (PIV) system. HSPD-12 compliant ID cards are designed to link a person’s identity to an ID credential and the credential to a person’s ability to physically and logically access federally controlled buildings and information systems, respectively.

The Transportation Worker Identification Credential (TWIC) is being issued by the Transportation Security Administration. TWIC is a common identification credential for all personnel requiring unescorted access to secure areas of MTSA (Maritime Transportation Security Act) -regulated facilities and vessels, and all mariners holding Coast Guard-issued credentials.
The First Responder Authentication Card (FRAC) is being issued in Department of Homeland Security pilots
The Department of Defense ( DoD) began issuing its Common Access Card (CAC) in October 2006. Pursuant to the President’s mandate, the new HSPD-12 compliant card contains advanced technology, which will enhance the security of Federally-controlled facilities and computer systems and ensure a safer work environment for all Federal employees and contractors.
Two common schemes for maintaining the security of a server and other network resources:
Simple Certificate Validation Protocol (SCVP)
Online Certificate Status Protocol (OCSP)
Federal Agency Smart Credential Number (FASC-N) - An identifier used as the primary identification string on all government issued credentials.
